Patron-in-Chief Ejaz Rahim
Patron-in-Chief

Ejaz Rahim, a former Cabinet Secretary, he received his schooling from Burn Hall up to Senior Cambridge. Passed Intermediate from Forman Christian College, Lahore, and later graduated and obtained Masters in English Literature from Government College, Lahore in 1966. He also obtained a Masters in Development Studies from the Institute of Social Studies at the Hague in the Netherlands in 1980. He has attended diploma courses in Rural Development in the UN Asian Development Institute, Bangkok, and in Human Resources Development in the University of Pittsburgh. He was selected as Eisenhower fellow for 1989 from Pakistan. He is also completed Doctorate of Letters Honoris Causa by the Metropolitan University of Dublin.
He also remained as Member Planning Commission for Government Reform, Member National Disaster Management Oversight Council and Member Senate of National Defense University.
Additionally, he remained as member of the EMRO Advisory Committee, Global Stop-TB Coordination Board; and of International Health Institute Kobe (Japan). Ejaz Rahim joined the Civil Service of Pakistan in 1969 after topping the CSS Examination in that year. He has served on different posts in N.W.F.P and the Federal Government. He retired as Cabinet Secretary, Government of Pakistan. Since then he has been engaged in writing poetry and published 19 books so far.

Lawyer by profession and Human Resource Expert by interest and experience he has intensive of working with prestigious national and international organizations. He has been working for more than Eighteen years in the field of Rule of Law, Human Rights and Capacity building of Human Resources and policy/law reforms. His experience encompasses a range of areas in the designing and conducting evaluation surveys, developing legal aid provisions, defining legal aid structures, political reforms and integration/development of social sector. During all these years he has been engaged in different projects funded by multilateral and bilateral donors, the most promising ones like ILO, UNDP, EU, and CIDA. While working at RSPN-Pakistan, he has close interaction with Government functionaries such as Ministry of Law, Justice& Human Rights, and Planning &Development. He holds ability an energetic, team-focused and result-oriented individual, innate skills and ameliorating the highest standards of organization particularly in the fields of legal aid, human resource management, training and development. His Core Competencies includes Devising legal reforms, Human Rights, Advocacy and Governance, Rule of Law, Designing Policy Manuals, Team supervision and monitoring, Management and Negotiation, Training Design & Delivery.

   
   
Director Operations Nazar Rauf Rathore
Director Operations

Having than 30 years experiences in government systems, particularly Public Financial Management (audit, accountancy, budget reporting, public procurement) Procurement and capacity building of Pakistani government institutions, he is presently appointed as the Director of Capacity Building/ Program, ASP-RSPN (USAID Grantee). He worked for 6 years as the Director of Capacity Building at Assessment and Strengthening Program for (ASP-RSPN) a USAID funded initiative where focus was on improving governance systems through development of policy and procedures, manuals, and trainings. He is an expert at establishing internal controls in 11 Deptts of GoKP, M&E systems and Strategic Planning within KP provincial government departments. He provided assistance to governments in establishing PPRAs and coordinated capacity building activities for improvements/curriculum revision in government training institutions. His other invaluable skills include assessment and Capacity building , inter alia, of PVTC, SMEDA AHAN. He has also arranged around 60 trainings of Govt and non government officers, having an experience of working with other International donors. He has spent a three years period in the Project for Improvement in Financial Reporting and Auditing (PIFRA World Bank) as Director Procurements and trainings. As Director Capacity building, he was assisted by two Advisors, two Managers, one Program Officer and a team of consultants besides Provincial Program Offices.

   
   
Director Capacity Building Muhammad Arif
Director Capacity Building

Mr. Muhammad Arif holds Masters degree in Political Science and a MBA degree from University of Management and Technology Lahore. Mr. Arif core competencies comprise of: Training of employees both at induction level and during employment. To assess training needs at various levels of employees. To assist the administration in deployment of employees keeping in view one of the principles of good governance. Dean of probationers of accounts group inducted through Central Superior Services (CSS) competitive examination. Development of courses and curriculum for officers and staff of Pakistan Audit department, Provincial government and Federal government.
He has mastered in the following training:

  • 04-months International Auditors Fellowship Program at United States General Accounting Office, Washington D.C.
  • Program on Budgeting and Financial Management in Public Sector John F. Kennedy School of Government, Harvard University, Bostan, USA.
  • Advanced Course in Public Administration and Development Economics, National Institute of Public Administration, Peshawar. Course on Financial Management for participants from SAARC countries at Advanced Level Telecom Training Center, New Delhi, India

Iram Rubab is currently a PhD scholar at Department of Gender Studies, University of the Punjab and has taught bachelors courses related to global feminist movements and socio-cultural aspects of gender. She also conducted HEC’s research project –Critical analysis of laws pertaining to women in Pakistan, as a co-researcherShe has vast experience in Program Management. Iram has been working with CHRS as a Manager Programs since the past five years.She is an expert in formulating, organizing and monitoring inter-connected projects.She has excellent decision making on suitable strategies and objectives and coordinate cross-project activities.She leads and evaluate project managers and develops and control deadlines, budgets and activities.During the course of her job she has also worked with various donor agencies and has also planned and arranged several workshops and seminars.

Mr. Hamid Ashraf Khan is an active part of CHRS, his creativity and management is utilized to produce a professional and profit-oriented work force while allowing growth within the company. He holds MBA Majors degree in Information Technology from Preston University.
Mr. Hamid core competencies include: Establishing core contract management processes in order to monitor and manage contract compliance. Give advice to Program leadership on contractual issues and provide its solutions. Proactively work with the client to resolve contractual issues. Responds to complex inquiries regarding contractual obligations and their revisions.

Director Special Projectst Umar Farooq
Director Special Projects

Mr. Umar is a committed and dedicated professional with over 10 years of extensive experience in governance, grants management, public financial management and monitoring and evaluation. He has working experience with provincial and district governments of Khyber Pakhtunkhwa (KP) under both LGO 2001 and KP LGA 2013, and knows the inside out of local governance system in KP. As a Fulbright Scholar he completed his Masters Degree in International Economics and Development and attended Harvard Summer School-2011 to pursue a special course on Economic Development in India and East Asia, which focused on economic policy reforms that enabled these countries to achieve highest growth rates during the past three decades. On the research front, he has worked with Sustainable Development Policy Institute (SDPI) - an Islamabad based research institution - as a Research Consultant and was part of a team that developed two international quality research papers together with Doctor Jeff Woods AcSS, Professor Emeritus University of Bath, UK on public policy and political economy of research

With an M.Sc degree in Anthropology from Quaid-e-Azam University, she is currently working as the Manager Capacity Building at USAID funded project, ASP-RSPN, since March 2015. She has over 11 years of experience in project management, monitoring and evaluation and qualitative research. She possesses proven skills in operational research, development of guidelines, manuals, plans and concept papers. Her expertise in managing, updating and monitoring Data base / Management information systems (MIS)/ USAIDs training data base TraiNet and Pakinfo are exceptional. She is adept at planning and coordinating workshops / training programs and is a valuable asset to the CHRS team.

Ms. IqraRiaz is a project development expert with 06 years of working experience in development sector. She holds M.phil degree in Remote Sensing and GIS. She excels in project management, data management, project and proposal writing, report writing, IEC material designing, monitoring and evaluation, geospatial analysis and office coordination. She has worked in different capacities to renowned organizations like NRSP, Pakistan Wildlife Foundation, Green Circle Organization, Ally Foundation and Organization for Integrated and sustainable development (OISD). She is independent consultant of various organizations working across Pakistan. She has also worked with ISCOS-CISL on environmental issues and mitigation. She got numerous publications in internal journals of Environment and GIS/RS discipline.

Mr. Sajid is an educationist and a standing lawyer of High Courts conducting causes of Civil, Family, Corporate, Service, Tax and Customs Law. He has worked with well-known and legend lawyers of Pakistan as a research assistant and associate lawyer in their Chambers. He is performing his legal functions with a particular focus on providing commercial, legal, industrial relations and transactional support to business segments and departments. He has due diligence to structure and negotiate business transactions, draft transactional documents, counsel clients, prepare and submit materials to governmental bodies, perform legal research, supervise closings and draft a variety of legal documents including contracts, resolutions, legal opinions and escrow trust agreements. He is a persuasive individual possessing strong negotiating skills, oral and written communication skills. In addition he has also a track record of teaching, thesis writing, out of the court settlement of children and family law differences.

Sarah Khan holds a bachelor’s degree in BSc (hon) in Social Sciences with a major in International Development Studies. She is a Pro development Youth Activist and excels in youth community engagement, youth empowerment,youth training and development, research analysis, event management, and project management. She has a certification in “Comparative Public Policy for Pakistani Leaders” from United States Department of State Bureau of Education and Cultural Affairs, “Study of the U.S. institute Pakistani Young Leaders Program” from University of Massachusetts, U.S. and “Economic and Enterprise Development” from National University of Singapore. She has served as Pakistani Youth Cultural Ambassador to U.S and a Youth Group Director of Pakistan U.S. Alumni Network KP and FATA chapter. She was a part of the Pakistan delegation in National University of Singapore. She served as a Youth Ambassador to Afghanistan in the “Af-Pak Youth Dialogue program 2015”, which was collaboration between PEAD foundation, Pakistan and ANGO, Afghanistan, funded by Open Society. She has a vast experience in Public Relation management and Social Media Marketing, and represented Pakistan on international media such as BBC, Voice of America and TOLO NEWS. She had been a part of various conferences, which included international speakers and participants, funded by U.S. embassy such as Social Media Summit 2014, Global Entrepreneurship week, International women Empowerment week and Education Conference.

Legal Associate Maria Hayat
Legal Research Associate

Maria Hayat is working as a Legal Research Associate at CHRS and will primarily be contributing to CHRS Law. She is a law graduate from the University of London with an interest in international law, human rights and social development. Her work experience includes research in contemporary legal issues and international humanitarian law for the Research Society of International Law. She has also worked as a Counsellor in a resource centre established by the International Labour Organization.

Junior Content Writer

Currently enrolled in a BS (Hons) Program in English Linguistics and Literature, she is working as a Junior Content Writer for CHRS; writing brochure contents, proposals and the like. She is also assisting in writing and managing the web content for the CHRS social media pages and YEP (Youth Empowerment Program)

She has over 15 years of experience in public speaking, declamation and extempore speaking at various Regional and National Level competitions having participated in APDC- PAF Academy Risalpur 2015 and twice in All Pakistan Allama Iqbal Shield Competition. She has written and edited content for her college and university magazines and newsletters. She has also organized and hosted seminars in collaboration with ISPR (Inter-Services Public Relations)
